OSAWATOMIE — The Osawatomie City Council decided to put a question of a storm water utility on the November ballot. Osawatomie voters rejected the idea two years ago. Setting up a stormwater utility would include a fee that goes with it. The money from the fee will go to partly pay for certifying the city’s levee system. The Osawatomie Journal reports that two council members, John Farley and Jeff Walmann, voted against the proposal. City manager Bret Glendening says that without the certification, city residents and businesses would face expensive flood insurance premiums.
