OTTAWA — Some neighbors have been trash-talking a plan by the county to expand its landfill northeast of Ottawa and that has Ottawa city commissioners nervous. The commissioners discussed a special use permit request by the county Monday afternoon. They decided to continue a discussion about the permit until next week. Franklin County is seeking a special use permit to expand its construction and demolition landfill in the 3200 block of Osborne Terrace. The county owns the site and it’s outside the city limits. However, because it’s part of the urban growth area surrounding the city, the county must seek city permission for the expansion. Ottawa planning commissioners have recommended giving the permit to the county but have attached conditions to the permit. County officials have agreed to the conditions.
