The electric rate in Ottawa is set for another increase and a lot of people wonder why it is necessary. Ottawa Utilities Director, Dennis Tharp, says the increase is needed for a variety of things, from keeping equipment maintained to upgrading antiquated equipment to modern technology, to building for the future. He talks about one such system in great need of replacement:
