OTTAWA — Confident of the Republicans’ chances this November, U.S. Rep. Lynn Jenkins said she’s written a bill that would prevent a lame-duck Congressional session after November. Fearful on acting on a variety of issues before the election, Democratic leaders may schedule votes on the most controversial bills, including a federal value-added tax, immigration and climate change; after the November elections but before the new Congress convenes in January, she said. Such a bill outlawing a lame-duck session would have little chance without the Democratic leadership’s agreement. Jenkins visited the Ottawa Senior Center and Garnett Monday as part of a swing through eastern Kansas.
