The Ottawa City Commission appears divided over exactly how to revise the City’s Residence Policy for its employees. During the Commission Study Session, the Commissioners discussed current policy which requires many empolyees to live within the City Limits of Franklin County. City Manager Richard Nienstedt says the current policy is making it hard to hire:
