OTTAWA — The Ottawa City Commission have started its review of a proposed stormwater utility at their study session Monday. The commissioners will work on the proposal over the next few meetings, said city manager Richard Nienstedt. The city staff has been working on a stormwater policy for several months. The city commission is scheduled to approve a stormwater utility next year in time to meet federal clean-water rules, he said. The new utility would assess a fee on new developments to finance work and structures to control stormwater runoff.
