OTTAWA — Franklin County government marked a milestone this morning. After three county administrators, the Franklin County Commission finally did a one-year evaluation for an administrator — their fourth administrator Lisa Johnson Wednesday morning. It was a first, said commission chairman Ed Taylor. Johnson has done a good job and improved relations with other local governments, Taylor said. Johnson was the county’s counselor when she was elevated to the position of administrator after the departure of the third administrator in about two years. She serves both as administrator and counselor.
