OTTAWA — Federal regulators threw cold water on a plan by Ottawa and Rural Water District 4 to share a water tower southwest of the city. However, Ottawa mayor Blake Jorgensen says the city and water district will keep working on the proposal. State and federal officials are willing to work with them, he said. It would be foolish to build two water towers in the same place, he said.
