WASHINGTON — Federal safety officials are announcing a massive recall of 50 million window blinds and Roman shades draped in fabric, because of the strangulation risk posed by the pull-down cord. The U.S. Consumer Product Safety Commission said eight children have died and 16 children and nearly strangled in the cords.
