RICHMOND — Things are friendly in Richmond – perhaps a bit too friendly. The Franklin County Sheriff’s office said Joseph Cilia, 72, Garnett; was driving in the 200 block of East Central Street in Richmond Friday morning when someone waved at him. When he looked at the person waving at him, he ran into a power pole, the sheriff’s office said. He wasn’t injured.
