OTTAWA — The Ottawa City Commission issued a proclamation Wednesday night recognizing Jan. 17 as Martin Luther King Jr. Day. The day is a city holiday and includes a King Day celebration Jan. 16 at Ottawa University. The celebration will recognize the winners of the King Day essay contest. The contest received 268 essays from Franklin County youngsters, said Richard Jackson. Anthony Moore, Kansas City, Mo., assistant school superintendent and director of diversity, will be the guest speaker.
