OTTAWA — A 34-year-old Carbondale man was booked into Franklin County jail on a charge of rape. James Gaines will be in Franklin County District Court Tuesday afternoon for a first hearing. His bond has been set at $75,000. He is accused of raping a 22-year-old woman twice in October.
