OTTAWA — The city of Ottawa will give $3,000 to the neighboring city of Reading and $2,000 to Joplin, Mo., both of which were severely damaged by tornadoes. One man was killed in Reading. The Joplin death toll has reached 141. Reading had asked for children’s playground equipment but commissioners decided that Forest Park playground equipment that was recently replaced was too dangerous for other children. They decided to send cash instead.
