OTTAWA — The 146th annual Franklin County Fair officially starts this afternoon as youngsters and others start bringing in their animals and exhibits. However, Frontier Extention 4-H agent Jo-Ellen Arnold said the fair has already been under way. Beginning last week, several 4-H contests have been judged, she said. That allows judges more time to give critiques to the 4H-ers, she said. And the fair has become so big that it’s difficult to judge everything properly in a few days, she said. The youth rodeo is tonight at 6 at Hayward Arena. Tickets are $7, $3 for children ages 6 to 12.
