OTTAWA — The Ottawa City Commission approved three items Wednesday that moves the city closer to creating a storm-water utility. City planning and codes director Wynndee Lee said the new rules and a proposed storm-water utility are designed to cut the amount of rain water that runs into area streams. The city is setting up the storm-water utility to meet tougher federal water-pollution rules.
