OTTAWA — Although most of the federal government shut down this morning, most provisions of the Affordable Care Act, also known as Obamacare, went into effect today. Franklin County health director Midge Ransom said her department is ready to answer questions about the law. Ransom said she’s a certified Affordable Care navigator and other members of her office are working on their certification. Although the health department hasn’t received many direct questions about the new law, Ransom said people have been grabbing printed literature and pamphlets explaining the law. Unfortunately, there’s a lot of misinformation about the law’s provisions and many people haven’t read the law or are confused about it, she said. There are scam artists adding to the confusion, she said. The scammers call and tell people on Medicare they have sign up for Obamacare, she said. That should be a red flag because the law has little impact on Medicare, she said. For information, either call her office or go to the Web site
