The City of Ottawa was recently awarded a moderate-income Housing Grant in the first round of funding from a State program designed to help smaller communities entice contractors to build houses in those cities. A second round of Grants is coming soon and Ottawa has two potential projects they would like to apply for. Franklin County Development Council Director Paul Bean approached the County Commission with a proposal:
