Trying to budget for a city is kind of like budgeting for the family. That analogy came from Ottawa Mayor Eric Crowley as the City Commission starts discussions on the new budget. One thing complicating the budgeting process is an effort by the Kansas Legislature to eliminate the sales tax on food immediately. Crowley says the whole experience is like shopping for groceries:
