Clients who owe the Franklin County Health Department money may face some stricter guidelines. During a meeting of the Franklin County Commission, acting as the Board of Health, Commissioner Colt Waymire and Health Department Director, Brenda Pfizenmaier, discussed a program called the Setoff Program:
