Trying to gain Proximity Park Certification is proving to be a little more difficult than first thought. Franklin County Development Council Executive Director, Paul Bean, says there are a couple of issues, starting with the wetlands issue.
Bean says he hopes he can negotiate around the whole issue since the park is not the normal facility the title policy has in mind.
