The city of Osawatomie is undergoing some serious street improvements with their “Pave the Way” project. So, how are they paying for it? Former City Manager, Mike Scanlon, says that small cities have to figure out how to leverage your ability to tax and leverage that with grants. He explains what Osawatomie did after securing nearly $6 million in grants:

In all, nearly $18 million have been earmarked specifically for street improvement. Combine that with other projects, such as revitalizing downtown buildings and connecting Flint Hills Trail users to the downtown, Scanlon says they are looking forward to getting more people to town and hopefully wanting to come back.
