If there’s one reason Franklin County and other counties are sometimes short of money, it may be that the state is sitting on tax money that belongs to them. Franklin County Chair, Ianne Dickinson has been talking lately about a program that requires the state to share a certain portion of sales taxes with the various counties. Dickinson says the state has not paid the tax for around 20 years and the result is a lot of back owed money:
