Have you ever been driving over the river bridge, looked down and see a tire, and wondered how it got there? Turns out there are a lot more tires that end up in the river than you might expect. Ottawa City Commissioner Mike Skidmore and Public Works Director Michael Haeffele had a discussion about tires:
