A little used road on Louisiana Terrace is a drawing card for vandals and other troublemakers, and the Franklin County Commission is hoping that doing some improvements will make the area less attractive to unwanted visitors. Steve Bailey of 4213 Louisiana Terrace says trying to improve the area is not the answer:
