
A little more than halfway through the Kansas Legislative Session, there has been debate on taxes, education, elections, health care, and other topics. One that senator Caryn Tyson is concerned about is what are called “high performance incentive program tax c”High Performance Incentive Program Tax Credits”. They are designed to provides tax incentives to qualifying employers who pay above average wages, along with having a robust commitment to teach skills development for their workers. More than $3 billion was awarded in these tax credits from 2017 to 2020. The program encourages companies to expand their capital investment in Kansas plant and equipment by providing an investment tax credit and an exemption from sales tax for a specific project. Also, it encourages accelerated growth in a business, leading to related job creation, and stimulates growth in the Kansas economy by encouraging eligible non manufacturing companies to sell to specific kinds of out-of-state customers and to Kansas manufacturers.
Tyson believes this program could be used to buy down taxes for all Kansans, instead of the government picking who gets it and who doesn’t, adding that it would make more sense to provide tax relief for everyone.
