Ottawa’s wastewater treatment plant was constructed in 2004 at a coast of $10 million. The project was funded through various grants and a KHDE revolving fund loan, which was replaced and refinanced through bonds, which Ottawans have been paying for on their utility bills for several years with a five dollar surcharge, plus a tenth of a cent sale tax all across Ottawa. Ottawa Finance Director Melanie Landis says the loan is now paid off:

That means all utility customers will see a $5.00 savings on their November utility bill. Not a lot, but, every dollars matters.
