OTTAWA – Franklin County appraiser Phil Dudley said he sees signs that the real estate market in Franklin County is starting to recover. Dudley told county commissioners Monday that unlike previous months during the recession, there are some residential and commercial sales being reported to his office. It also appears that contractors are now buying “distressed properties” and fixing them up for sale, always a sign of real estate recovery, he said. However, the average prices for properties continue to decline, he said.
