OTTAWA — The Franklin County Commission will ask for proposals for architects for a proposed juvenile detention center. Commissioners voted this morning to take the next step but it was a halting step. Commissioners voted 3-2, with commissioners David Hood and Don Hay dissenting. Hay said he was voting against because he thought the proposal won’t be large enough. The county is looking at building a new juvenile detention center next to the Elizabeth Layton Center on Eisenhower Road south of Ottawa.
