OTTAWA — Franklin County has issued a burn ban for the rest of the day. The National Weather Service office in Topeka has also issued a red-flag warning for most of northeastern and east-central Kansas this afternoon. Dry conditions and the high winds have contributed to the conditions resulting in the burn ban.
