The days leading up to the opening of the Kansas Legislative Session yesterday saw a surge in new COVID 19 cases in Kansas and hospitals stressed again. Governor Laura Kelly declared a new emergency last week and issued Executive Orders that eased state licensing rules to make it easier for hospitals and nursing homes to add staff quickly. Kelly issued two executive orders last week. One allows hospital staff to perform a broader range of duties. The other makes licensing of nursing home workers more flexible so homes can hire people whose licenses have lapsed and fill less-skilled jobs with workers who have little training.
