The Kansas Board of Education has approved an Emergency Declaration that essentially allows teenagers to teach school as a substitute teacher. The new rule imposes minimum requirements of 18 years of age and a high school diploma for substitutes. Previously the minimum age was 21, with at least 60 college hours. Ottawa School Superintendent, Dr. Ryan Cobbs, says this could open a can of worms:
