A 2008 agreement between the City of Ottawa and the first developer of an area known as The Coves, has caused a minor hiccup in developing the area. Ottawa Consultant, Tyler Ellsworth, explained the details of the situation to the City Commission:
Ellsworth says the original developer could return, after all these years, and claim the City owes it money from the property tax increment, when actually, the original developer abandoned the whole project.
