The Kansas Independent College Finance Authority has given its Certificate of Approval to some special obligation bonds used to pay for improvements at the Ottawa University Campuses. OU Chief Financial Officer, Craig Kispert, told the City Commission about two special projects:

The Bonds are different from a Financial Transaction that will be completed later in the year. In both cases, the City acts as an entity in the transaction, but is under no financial risk at all, and any liability would rest entirely with the University. The Commission approved its role in the process.
