Recently, Ottawa Police were called to the scene of a report of someone unconscious and not responding. Upon arrival, the first responder on scene, Officer Andrew Dougan, determined that it was a possible drug overdose. All Ottawa Police Officers carry what is known as NARCAN, Ottawa Police Chief, Adam Weingartner:
