OTTAWA — Kansas secretary of state Ron Thornburgh told Ottawans Thursday that the state should return to presidential primary elections at state expense. Last year’s political caucuses were a disaster and discourage voters from taking part in the democratic process, he said.Thornburgh was in Ottawa for the Ottawa Area Chamber of Commerce’s Eggs and Issues breakfast.
