OTTAWA — All flags on county property will be at half-staff Friday to honor police officers who die on duty. Franklin County Sheriff Craig Davis requested the honor, county administrator Lisa Johnson said. The flags will memorialize those police officers who die in the line of duty, including Ottawa Capt. Robert Cowdin, the only Ottawa officer to die in the line of duty, she said. The city of Ottawa will have memorial Thursday to honor Cowdin.
