OTTAWA — The Ottawa City Commission has told city staff to continue working out a joint venture with a neighboring water district ror a new water tower south of Ottawa. City manager Richard Nienstedt said Rural Water District 4 needs to improve its water network and the city of Ottawa will grow into the area and working together to build the tower makes good sense. The proposed water tower looms large because the county is looking at a plan to move the county juvenile center next to the Elizabeth Layton Center on Eisenhower Road. An architectural study says that a new center needs to have a
better water supply and a new tower would help.
