OTTAWA — The newest sport in Franklin County? Laying on the road. The prize? The silver metal of handcuffs. Ottawa police said Monday that they arrested a 26-year-old Ottawa man Wednesday for laying on East Fifth Street. Samuel Hood was arrested for suspicion of possessing marijuana and drug paraphernalia. In June, a Rantoul man was slightly injured after he was hit by a car as he lay on Vermont Road.
