OTTAWA — The city’s budget hearing will be at 7 tonight at city hall. City manager Richard Nienstedt said the published budget asks for an increase of two mills for next year’s property tax levy. Because of the economy, the city’s reserves would be dangerously low over the next 15 months without an increase, he said. Although the city can’t raise next year’s mill levy at tonight’s budget year, commissioners can cut it.
