OTTAWA — Thursday is the 10th annual Lights On afternoon. Ottawa’s celebration of after-school programs will be Thursday afternoon at Garfield School. The Ottawa City Commission will issue a proclamation tomorrow honoring Ottawa’s program this morning. Becky Nevergold, Lights On coordinator, said students from all four Oottawa elementary schools go to the afterschool program at Garfield. Thursday’s event is part of a national effort, she said.
