OTTAWA — Quarters and dollars at a time, the Franklin County Salvation Army beat this year’s fundraising goal. The Salvation Army’s Adam Lynch said that despite the sour economy and rough weather, bell-ringers received more than $23,000. That’s about $950 more than the goal of $22,222, he said. Lynch said he’s grateful to the volunteers who rang bells and those who donated.
