TOPEKA — Topeka Democrat Laura Kelly has dropped out of her Congressional race against Republican U.S. Rep. Lynn Jenkins. Kelly is a state senator who is the top Democrat on the senate’s Budget Committee. She said that because of the state’s financial crisis, she can’t be both a state senator and candidate for Congress. Three Republicans have said they want to challenge Jenkins in the primary.
