OTTAWA — An Ottawa man is in the Franklin county jail on suspicion of kidnapping and aggravated battery. Police said 51-year-old Carlos Jesus Mendoza-Rojas, 51, refused to let his 59-year-old ex-girlfriend leave his house on North King Street, which prompted the accusation of kidnapping. She told police that he hit her.
