OTTAWA — COF Training Services has had to lay off 21 employees this month because of state cutbacks in Medicaid funding. COF director Dan Andrews met with Franklin County commissioners Wednesday to discuss his agency’s finances, which includes cuts of $1.2 million over the next 18 months. COF has had to make other cuts to some of its services but will hang on and continue to offer basic services to its clients and ensure their health and safety, he said. COF serves clients in Coffey, Osage and Franklin counties.
