TOPEKA — Kansas revenue secretary Joan Wagnon said she’ll drop a plan that would have required Kansas taxpayers to pay to file paper tax returns and receive refund checks in the mail. The revenue department had announced the fees as a way to push taxpayers to file state tax returns via the Internet and to have refunds deposited electronically into their accounts. The proposal had generated protests from taxpayers and legislators. Some legislators had planned bills reversing the proposal.
