OSAGE CITY–It’s rare that lightning strikes twice in the same place. It’s also rare that the same person can win the Lottery twice. What’s more, it’s even more unusual that winning the Lottery occurs on the same day of the week years apart. That’s the story though of Ella Schmidt of Osage City. Yesterday….Thursday…the Kansas Lottery announced that Schmidt won a $10,000 top prize on a 2 dollar bon voyage instant scratch ticket.
