OTTAWA — Ottawa city commissioners dealt with a rezoning puzzle involving the proposed county juvenile detention center Monday afternoon. Theey’ll decide what to decide with a 3-3 tie vote among planning commissioners on rezoning the site next to the Elizabeth Layton Center. City commissioners will vote on the rezoning, which was to switch from a county category to a city category, at their meeting March 3. City officials say the outcome won’t affect the county’s plan to build the juvenile detention center on the site. Although the site outside the city limits, it is within the city’s urban growth area – which according to an agreement with the county, the city handles most zoning and development matters in the area.
