OTTAWA — A man is in the Franklin County Jail following an apparent domestic problem. Andrew Chadell Walker was arrested Monday night. Lt. Adam Weingartner of the Ottawa Police Department said it arose over some text messages he allegedly sent his wife. Walker was arrested on suspicion of telelphone harrassment, stalking and criminal threat causing terror.
