OTTAWA — At a time when local governments are being told to prepare for bio-terrorism and disease pandemics, Franklin County’s next government summit will deal with public health and bio-defense. County administrator Lisa Johnson said that the county has lined up a top official with the new National Bio-Agricultural Facility at Manhattan, and an expert in public health, and Ottawa Area Chamber of Commerce president Tom Weigand on how to take part in the national competition for recruiting such facilities. The summit will be April 21.
