OTTAWA — The Ottawa school board agreed last night to issue the “certificate of participation” bonds to help finance the construction of the Ottawa Recreation Commission’s new rec center near Eisenhower School. Ottawa school Supt. Dean Katt said he’s been told that construction could begin as soon as November. The ORC will pay off the bonds from its reserves and revenues.
